This is a shader method developed by Bui Tuong-Phong (Ph.D., University of Utah, 1975). It introduces the specular reflection component of surfaces giving shiny highlights. It interpolates the vertex normal as opposed to the vertex intensity as in Gouraud shading. It is best for representing plastic surfaces.
